Children’s Cancer Hospital, Cairo, Egypt

CCI is proud to be working with the Children’s Cancer Hospital 57357 (CCH) to ensure that state-of-the-art medical treatment for children with cancer is available in Egypt and across the Middle East.  With construction of the facility almost complete, CCI’s is developing a patient care system that meets international standards.  Specifically, CCI is bringing CCH to full operating status and promoting long-term sustainability by establishing the hospital’s clinical program plan as well as providing governance, HR, financial planning, quality management and IT consultancy.  

CCH will be the largest free-standing Paediatric oncology centre of excellence in the world. 

National Oncology Programme/Centre  -  Phase One, Trinidad and Tobago, W.I.

The Government of Trinidad & Tobago initiated a National Health Services Plan (NHSP) as part of their overall Health Sector Reform Program which recognized the importance of cancer treatment and recommended improvements in treatment facilities consistent with rationalization of tertiary care services.  The NHSP called for the establishment of a National Oncology Centre aimed at earlier diagnosis, effective treatment and care, and a reduction in cancer mortality and morbidity. The Centre would also provide a focus for cancer care throughout the Caribbean.

Comprehensive Care International was contracted to undertake a National Oncology Programme/Centre Techno-Economic Feasibility Study to provide the functional link between National Oncology Programme planning and the associated facility. The study defined and justified the centre’s scope of work including programmes, services and associated workload, staffing, staff training, equipment, space requirements, and the costs associated with the delivery of the services. 

CCI services included:

  • A comprehensive review of the oncology programs of Trinidad and identification of the relative strengths and weaknesses of each
  • Identified opportunities to further develop oncology programs and build upon their identified strengths
  • Evaluated the potential opportunities for the new National Oncology Centre to provide strategic direction and co-ordination of oncology services to the country as a whole
  • Developed a system concept which best met Trinidad’s needs and one which was affordable and sustainable within their budget constraints
  • Organized a public sector / private sector partnership for oncology to enable Trinidad to meet the populations’ needs
  • Designed the new cancer centre required to support the system concept
  • Quantified all financial technical and human resource requirements
  • Provided an implementation plan for the development of the programs and the new facility

National Oncology Programme/Centre  -  Phase Two, Trinidad and Tobago, W.I.

CCI was hired to provide expert assistance to the Government of the Republic of Trinidad and Tobago (GORTT) to develop a commercial contract and financing structure for the implementation of the National Oncology Programme and Centre. CCI worked with GORTT to help them review various financing structures, such as direct pay, capital lease and Special Purpose Vehicle (SPV) etc., and determine the one which best met their objectives and ability to pay. Once the financing option was chosen, CCI helped facilitate the organization of this financing. CCI also developed a commercial contract for GORTT’s consideration which, fairly allocated risk and cost among the parties.

National Oncology Programme/Centre  -  Phase Three, Trinidad and Tobago, W.I.

The objective of CCI’s consultancy is to build a comprehensive cancer control system complete with a new National Oncology Centre (NOC) to serve the population of Trinidad & Tobago and the surrounding region.

The NOP/NOC is intended to provide comprehensive cancer services to 3,000 new patients per year and serve a population of 1.5 million.  The NOC will serve as a focal point for Team-Based Patient Care Planning so that surgeons throughout the hospital system (both public and private) would have access to the resources and expertise of oncology specialists.  The cancer centre is envisioned to provide state-of-the-art care and co-ordinate a full program of cancer control services.  The design of the centre provides for a beautiful environment, carefully structured to clearly separate ambulatory and in-patient services.  The NOC will be fully integrated with the existing hospital (Eric Williams) to provide seamless care to cancer patients.  In addition to excellence in technical care, it is intended to be a monument to public healthcare in which the people of Trinidad & Tobago can take great pride.  The NOC will incorporate the most forward thinking trends in oncology centre design, technology, equipment and structure.

While CCI has completed its contract, Trinidad continues to implement the project.

Peterborough Regional Health Centre

CCI was retained by the Peterborough Regional Health Centre (PRHC) to provide high quality, cost effective detailed inventory planning of furnishings and equipment (F&E) for a new 700,000 square foot facility.  The existing PRHC was located on three sites and was being consolidated to one new facility.  The intent of the consultancy was to inventory the three existing sites for all F&E and assess for reuse. 

CCI took the functional program and analyzed it to defend a capital budget and then collapsed it with the inventory reuse report to ascertain a capital equipment budget.  These reports were submitted to the Ministry of Health for approval.  Once approved, CCI bundled and standardized F&E packages by providing unbiased performance specifications for the tendering of all F&E.  This ensures transparency.  All technical data (i.e. electrical requirements) was determined by CCI’s technical team and forwarded to the consulting architects/engineers.  CCI’s technical team produced high quality furniture drawings showing placement to ensure that discrepancies are addressed prior to construction commencing.

National Cancer Institute of Brazil

The Brazilian National Cancer Institute (INCA) engaged Comprehensive Care International (CCI) to review their operations and provide recommendations for the institutional strengthening necessary to position the National Cancer Institute as the leader of a strategic planning process to develop a National Cancer Control Program.

CCI developed a Strategic Plan for a National Cancer Control Program (NCCP). Part of this plan included recommendations for the Institutional Strengthening of INCA and the development of their capabilities to lead the NCCP and deliver quality services.

One of the many recommendations made in the Strategic Plan for a NCCP was the development of a Cervical Cancer Screening Program. Cervical Cancer  was the second leading cause of death by cancer in Brazil, making Brazil’s incidence and mortality risks amongst the highest in the world. CCI developed a well-organized Cervical Cancer Screening Program, capable of achieving a coverage rate of 85% of the at-risk group.

The development of this program taught INCa the skills necessary to evolve the organization into a leadership role to which aspired and eventually met.

On completion of the planning process, CCI was asked to continue its partnership with INCa and assist with the implementation of the plan over a two-year period. The Cervical Cancer Screening Program established five pilot sites in key regions of Brazil.

In 1998, CCI won the Canadian Award for International Cooperation for the planning and development of an organized cervical cancer-screening program for Brazil.

National Cancer Institute of Costa Rica

CCI was engaged by the National Cancer Institute in Costa Rica to design a state of the art cancer hospital properly integrated at the primary and secondary health sectors and to develop a Functional Program and Business Plan for the national hospital to be constructed. CCI further developed an Implementation Plan for all training and institutional strengthening to be able to operate the system autonomously to a Canadian standard, developed a capital and operating budget for the project and raised all the financing required. CCI’s full scope of services included:

  1. Health System Concept and Financing Study
  2. Hospital Functional Program  including programmes, staff and space requirements
  3. Site Assessment
  4. Building Contractor Documentationon
  5. Communications Facilitation and Management
  6. Institutional Strengthening

Scarborough Regional Hospital, Scarborough Tobago, West Indies

The objective of the consultancy is to provide expert assistance to the Tobago House of Assembly, Tobago Regional Health Authority and the existing Scarborough Hospital in the design and implementation of a Commissioning, Decommissioning and Operationalization plan for the new Scarborough Hospital.

CCI’s role included ensuring that the established Functional Program met the needs of the current demographics in terms of clinical and spatial needs, inventorying of existing equipment and furnishings and design and planning for move to new facility.  CCI’s consultancy also included a Human Resource Plan (including gaps, job descriptions and training), One-time Capital Cost Budget, Operating Budget (for 5 to 10 years), Departmental, Administrative and Governance Structures and related Policies and Procedures, and the physical decommissioning of the old facility and commissioning of the new facility.

 

Colchester East Hants Health Authority, Truro, Nova Scotia

Colchester East Hants Health Authority relocated to a new 140 bed replacement facility, capable of supporting medical, surgical, palliative care, metal health, critical care, emergency and ambulatory care services as well as a range of diagnostic, therapeutic and support services.  CEHHA required a medical equipment planning and procurement support.  CCI is supporting CEHHA by:

  1. determining medical equipment requirements;
  2. assessing existing equipment for reuse potential;
  3. developing maintenance of a searchable equipment database and detailed specifications;
  4. coordinating with architects and mechanical/electrical engineers;
  5. developing capital budgets for equipment and maintaining equipment procurement schedules;
  6. developing and evaluating equipment vendor proposals and recommendations for award.

Today, CCI continues to work with CEHHA on this exciting new development project.


Durham Community Care Access Centre, Ontario Canada

When the Durham Community Care Access Centre engaged in a relocation of its building, CCI was hired to act as Project Managers and Designers.  Our services included functional programming; site selection; interior design; furniture and equipment planning and overall project budgeting; procurement; and supervision of all consultant engineers.

Etobicoke Community Care Access Centre

CCI was hired to act as Project Managers and Designers in the relocation of the Etobicoke Community Care Access Centre.  CCI’s responsibilities included:

  1. Functional programming;
  2. Site selection;
  3. Furniture and equipment planning and budgeting;
  4. Overall project budgeting;
  5. Interior design;
  6. Procurement;
  7. Project Management (including supervision of all consultant engineers);
  8. Commissioning and orientation.

 

Credit Valley Hospital, Ontario, Canada

Credit Valley Hospital retained CCI to perform full spectrum furniture planning services for this 275,000 square foot expansion redevelopment project.  CCI’s team inventoried furniture, assessed for reuse, and developed standards (i.e. proposed listings).  CCI prepared budget submissions (gap analysis) and provided furniture drawings for the project, which were broken into five phases of redevelopment.

By expanding its facilities, Credit Valley Hospital will soon provide at least 140 additional inpatient beds for maternal/child, complex continuing care and palliative care patients.

 

Woodstock General Hospital, Ontario, Canada

CCI was retained by Woodstock General Hospital to provide high quality, cost effective detailed inventory planning of equipment and furnishings for their new facility, including: 

  • detailed inventory including clinical and technical assessment for reuse potential;
  • detailed Capital Budget utilizing Functional Programme information;
  • Gap Analysis Report showing collapsed data from inventory and Capital Budget to provide MoH reports for new budget allocation ;
  • performance specifications (minimum three per specification);
  • coordination with architect/engineers to ensure drawing adherence and validation of compliance; and
